The actions of the US DOT, similar to those made by the Trump administration to halt OMB payments and suspend other Congressionally-approved expenditures, are almost certainly illegal.
Funds dedicated by Congress and passed into law are not subject to the restriction of the executive branch. Court orders have already instructed President Trump’s administration to halt their attempt at a funding freeze, and we expect this interruption to be clarified soon through the courts. We expect TxDOT will continue their excellent work of implementing Texas’ state-approved plan for EV charging infrastructure in short order.
